Nicotine products exist on a continuum of risk: Nicotine itself poses little danger, but its delivery method often does. Smoking, the most common form of nicotine consumption, has taken an immense tole on public health, and refusing to allow other nicotine products to compete with the most deadly form of delivery, is bad policy. An Abstinence-Only approach to Nicotine is not in the interest of the public health, but serves only a moral crusade: one millions have paid for with their lives.
