Dr. Phillip’s research focuses include tobacco harm reduction, health policy ethics, scientific epistemology, and improving research methods for policy applications. He serves as a consultant in the areas of epidemiology methods, product liability, and public policy. He received his Ph.D. in public policy from Harvard University and completed other degrees and fellowships in mathematics, public health, philosophy, and history. His work in epidemiologic methods has won several awards, including the Rothman award for the best paper of 2003 in the leading epidemiology journal.
